CIRCL - Request for Proposals for Hardware and Equipment (2025-00)

The scope of the RfP is the supply and delivery of computer hardware to CIRCL within the FETTA project (DIGITAL-ECCC-2022-CYBER-03 - Federated European Team for Threat Analysis (FETTA) 101128030).

The candidate supplier must submit an offer for a single package. The candidate supplier can select the package for which he wishes to bid. The RfP falls into the category of “MARCHÉS PUBLICS DE FAIBLE ENVERGURE”.

Package 01 (WP4)

  • 2x Supermicro Hyper SuperServer 121H-TNR SYS-121H-TNR (alternative offering can be done based on similar specifications)

with the following specification:

  • Each server must have redundant power-supplies
  • 8x 96GB 4800MT/s DDR5 ECC Registered DIMM Module
  • Each server must have at least 2 CPUs.
  • 2x Intel Xeon Gold 6438Y+ Processor 32 Cores (60M Cache, 2.00/4.00 Ghz) 205W (at minima).
  • Each server must include a rack-kit
  • Each server must have an 2 SFP+ connector
  • 2x Intel X520-DA2 - 10GbE Dual-Port SFP+ (Direct Attached) Server Adaptor (or equivalent).
  • 6x Intel / Solidigm P5520 15.36TB Drive - 2.5 NVMe U.2 PCIe-4.0 Drive.
  • Each server must have at least 2 USB connectors and 1 VGA connector at the rear of each server
  • Firmware must be updated to the latest version and provided with a reference including cryptographic hashes
  • Servers must support recent versions of GNU/Linux Ubuntu LTS (24.04+) without the requirement of additional proprietary drivers
  • Hardware vendor locking lead to the disqualification of the offer
  • Hardware maintenance of 3 years is required
  • The hardware maintenance targets response time should be in 3 business days
  • The hardware maintenance should encompass the capability to ship spare parts or facilitate the return of defective devices
  • Each server must be delivered with two (2) IEC C13 to C14 power cables, each with a minimum length of 2 meters.

Package 02 (WP3)

  • 2x Supermicro Hyper SuperServer 121H-TNR SYS-121H-TNR (alternative offering can be done based on similar specifications)

with the following specification:

  • Each server must have redundant power-supplies

Bid submission

The offers are to be submitted to info@circl.lu before the 30th July 2025 12:00 CEST in ASCII or PDF format. The offer proposal must be separated per package. The offer must at least include a description of the package proposed, technical details and clearly mention CIRCL RFP 2025-00 FETTA 101128030.

Selection criteria

  • (1) Compliance with specifications;
  • (2) Pricing;
  • (3) Past performance of the bidder;
  • (4) Maintenance cost with existing infrastructure;
